The idea behind the Laser Drill is that this machine assembly will bore a hole through bedrock, targeting only the ores that are desirable. The ores are not actually taken from the world map, but generated after the Laser Drill's Work progress bar fills up.
To use the Laser Drill, first dig a hole from the surface straight down to bedrock. The Laser Drill needs line of sight to bedrock. Next, place the Laser Drill over the hole leading down to bedrock. Next, place up to 4 Laser Drill Prechargers around the Laser Drill. They need to be facing the proper direction, so if necessary rotate the Laser Drill Prechargers until a beam forms between the Drill and the Precharger. Next, supply power to the Prechargers. They take an extraordinary amount of power to operate, and depending on how much power you can provide and how many Prechargers you are using, you should get a new Ore every minute or so as the Work bar on the Laser Drill fills up. Output can be placed in a Vanilla chest, or any other block with an inventory.
The Laser Drill has a GUI that will allow you to install up to 6 Laser Foci. Different colored Laser Focus will "target" different types of Ores.
The Laser Drill can generate Nether Ores as well as Overworld Ores.
Laser Focus Results
After testing every Focus colour in identical conditions the chart in the link below was created which shows what ores you will get with each focus. As said in other places, in Tekkit at least, both Pink and Magenta Focus are useless and produce similar results to the control (no Focus attached).
Each test was performed with 6 of the same colour Focus in the same machine.
